A single-site project stops when it finishes; whole-district operations accumulate operating capability

Local state-owned platform companies hold scenes and coordination. What they need is a replicable landing path, retrofit verification, operating SOPs and a digital base.

Buildings, parking, rooftops and public-institution relationships stay as static assets. They rarely become ongoing cash flow and a data asset.

After the sample verified, Wuchang District public institutions were surveyed district-wide: site surveys, energy diagnostics, PV conditions and investment models, turning scattered office scenes into an operable hosting asset pool.
