No provincial-or-above development zone — what then

The bar for a national zero-carbon park is a provincial-or-above development zone, and each region may recommend no more than two. That does not close the other paths — the five below do not depend on a zone.

Take the provincial near-zero-carbon city, file the whole jurisdiction

Some provinces already set the near-zero-carbon city object as the whole county (city, district), with the county people’s government as the applicant. This is the path that best fits as a whole-jurisdiction zero-carbon handle, and it matches the county’s administrative boundary.

Break through on the enterprise side: cultivate zero-carbon factories

The applicant for a zero-carbon factory is the enterprise; park grade does not matter. The county can build a zero-carbon factory pipeline, push one or two above-scale firms with a foundation, and have the provincial industry-and-IT department review and recommend.

Break through on the energy side: file a village micro-energy-network pilot

For counties whose energy use is rural and township, village micro-energy networks are a national energy-side track. Each province may file at most two different directions. Projects already filed as zero-carbon parks or similar pilots may not apply again.

Start from public institutions: demonstration programmes

Public institutions do not depend on any park condition, and energy-cost hosting means finance need not pay first. The 15th Five-Year Plan targets — energy use per floor area down 5%, emissions down 8.5% — are explicit; delivery is a result on the books.

Start from ecological resources: develop forestry sinks

Forest stock growth itself is one of nine supporting indicators. Counties with scaled forest resources can, after tenure registration and aggregation, advance scaled sink development — it counts toward the score and it earns.

Without a development zone, the missing piece is the national zero-carbon park plaque. Whole-jurisdiction near-zero carbon, zero-carbon factories, village micro-energy networks, public-institution demonstrations and forestry sinks — a county can start all five on its own.

Eligibility
  • Construction entity is a provincial-or-above development zone; provincial zones should in principle be on the latest China Development Zone Catalogue
  • Scope may be the whole park or a “park-in-park” with a clear cadastral boundary
  • A foundation in energy and emissions statistics, accounting, metering and monitoring
  • No major safety, environmental or other adverse events in the past three years
Cadence and key limits
  • Each region may recommend no more than two parks — competition is intense
  • The national level advances on a “plan a batch, build a batch” overall arrangement
  • After the construction period, the provincial development-and-reform commission organises self-assessment, then national-level assessment and acceptance
