How counties take on the pressure

The assessed party is the province; three mechanisms pass the pressure down to the county.

Target breakdown

Provinces write provincial carbon-peaking action plans, turning national indicators into five-year and annual targets. The dual-control work plan lets provinces further split dual-control carbon indicators and pin duty on cities and key enterprises. Indicators travel down layer by layer; the county eventually has to produce accountable abatement.

Carbon budget

The national level pushes cities and provinces to build carbon-budget management and guides localities to pilot budgets. Provincial documents already encourage county regions and development zones to run carbon-budget management — the most direct policy cover for a county ledger.

The energy-conservation opinions state that Party committees and governments at every local level take overall responsibility for energy conservation and carbon reduction in their jurisdiction, with the principal leader as first person accountable, and fold target completion into the comprehensive dual-carbon assessment.
